Telecom Regulatory Authority of India (TRAI) has proposed new rules that require telecom operators to introduce more affordable mobile plans focused only on voice calls and SMS services. This comes as part of draft amendment to the Telecom Consumer Protection Regulations, 2026, which aims to improve pricing transparency and give users more flexibility in choosing plans.

According to the reports, the regulator, in its proposal, stated that while operators were earlier asked to offer voice and SMS only special tariff vouchers (STVs), the options available in the market remain limited and often priced disproportionately high despite excluding data benefits. TRAI reportedly observed that the existing measures have not delivered the intended results, prompting the need for stricter guidelines.
Under the new draft, telecom companies, including Vi, Jio and Airtel, may be required to offer a dedicated voice and SMS only plan for every validity period currently available in bundled packs that include data. This means consumers can soon have equivalent alternatives without being forced to pay for internet services they may not need.
TRAI believes the move can ensure fair pricing. Taking to X, PIB India wrote, “The Authority considers it necessary to address this issue by mandating that for every unique validity period offered under Special Tariff Vouchers with Voice, SMS and Data, the service provider shall also offer a corresponding Special Tariff Voucher exclusively for Voice and SMS. Such Special Tariff Vouchers shall be priced with a largely proportional reduction in tariff.”
Adding on, the regulator has invited feedback from stakeholders on the draft rules with the consultation process until April 28.
