The main difference between a portable AC and an air cooler is how they cool the air. A portable AC uses a compressor and refrigerant gas to remove heat and humidity from the room, similar to a regular AC. Also, they require an exhaust hose to vent hot air outside. 

On the other hand, a portable air cooler works on evaporation. It pulls in warm air, passes it through water-soaked pads and blows out cooler air.

Portable air coolers win when it comes to electricity usage. Most coolers run on around 80 to 250 watts. On the other hand, portable ACs typically use between 900 to over 1800 watts because of the compressor.

Portable air coolers are cheaper to maintain. They mainly require water refilling and occasional cleaning of pads and tanks. There are no complex parts involved. Meanwhile, portable ACs come with higher maintenance needs. They require filter cleaning and refrigerant.
