Instagram is now testing a new feature known as Favourites, which lets you see posts from specific accounts at the top of your feed. This feature should help eliminate clutter from the feed by letting you access content from your favourite creators, before being subjected to random content from others.

As of now, there are no specific Instagram features (apart from the algorithm itself) that determine what posts appear on your feed first and what appear last. The algorithm also shows promoted posts based on specific target audiences set by marketers. With the new Instagram feature, you should be able to bypass the algorithm to an extent and determine the kinds of content you want to see over others.
