Elon Musk’s satellite internet service Starlink may have to wait longer before it can begin commercial operations in India, as the government has reportedly paused approvals due to security concerns. According to a report by Bloomberg, citing people familiar with the matter, security agencies under the Ministry of Home Affairs have withheld the final clearances required for Starlink to launch its services in the country.

The concerns are reportedly linked to reports that suggest that Starlink satellite terminals were used during the Iran conflict, despite the service not being officially licensed in Iran. Indian authorities are said to be worried about how much control they would have over a US-based satellite internet provider during periods of geopolitical tension.

The halt has also reportedly slowed progress on a satellite spectrum pricing proposal that is required before satellite internet services can be commercially launched in India. While the Department of Telecommunications has completed the framework, it has not yet been sent to the Union Cabinet for approval.

Last year, Starlink carried out security demonstrations that were reviewed by telecom authorities as well as a dedicated government security panel. Since then, officials have reportedly been asking Starlink to explain how it would ensure compliance with Indian security requirements if demands from foreign governments conflict with those rules.

Starlink received a Global Mobile Personal Communication by Satellite (GMPCS) licence in India nearly a year ago. The licence allowed the company to sign agreements and prepare for operations, but several regulatory approvals are still needed before services can officially begin.

The company has continued working with Indian authorities and has submitted affidavits to address their concerns. To support the future launch, the company has already established infrastructure in India, including around 10 gateways and a hub in Mumbai.
