Elon Musk believes Starlink can help some of the ‘least served’ people in India, especially those living in rural areas. But as the company awaits the final approvals needed to begin commercial services, an important question remains: does India really need Starlink? For all we know, India has a huge telecom network, with operators investing heavily in 4G, 5G, and fibre connectivity. Government-backed projects such as BharatNet are also aimed at taking broadband connectivity deeper into rural India. Still, gaps are there, especially in areas where building traditional telecom infrastructure is difficult.
Telecom Regulatory Authority of India (TRAI) data shows that wireless tele-density stood at 141.30 per cent in urban India by the end of March 2026, compared with just 59.08 per cent in rural areas. Urban India had 726.51 million wireless subscribers, while rural areas had 539.22 million. The gap suggests that while India has made progress in expanding connectivity, rural and remote areas still have much lower telecom access than cities. But that does not make Starlink the answer. For most of India, fibre and mobile networks are likely to remain the primary ways people access the internet. Satellite connectivity becomes more useful in places where building towers or laying fibre is difficult, expensive, or simply not practical.
‘India does not need Starlink to meet the bulk of its connectivity requirements, which will continue to be served more effectively by fibre and mobile networks,’ Kazim Rizvi, Founding Director of The Dialogue, said. However, Rizvi believes satellite services could play an important role in locations where the economics of terrestrial expansion break down.
Nikhil Pahwa, Founder and Editor of MediaNama, also points to some of the practical challenges faced by mobile networks in such areas. Towers need electricity and, in many cases, network links also depend on line of sight. These problems become particularly difficult in hilly and forested regions.
‘Tower density is a real problem; range is a real problem,’ Pahwa said. He pointed out that having 5G coverage in cities does not mean the same level of connectivity will be available in remote or hilly areas.
This is where Starlink has a clear advantage. Satellites can provide connectivity without requiring a mobile tower or fibre cable to reach every remote location.

Affordability could be Starlink’s biggest challenge in India. India has some of the world’s cheapest mobile data and broadband services. Satellite internet has a different cost structure, with users requiring a hardware kit in addition to the monthly subscription.
In December last year, Starlink’s India website briefly displayed a residential plan priced at Rs 8,600 per month, along with a Rs 34,000 hardware kit. However, Starlink later clarified that the website had mistakenly exposed dummy test data because of a configuration error. The figures still highlight the affordability challenge Starlink could face if its eventual pricing is significantly higher than conventional broadband services.
‘A dedicated Starlink connection is unlikely to be affordable for the average rural household or become a mass consumer product,’ Rizvi said. He believes one of the biggest misconceptions is that Starlink will connect rural India at scale just because its satellites can provide nationwide coverage. ‘Starlink can solve the problem of physical reach, but not necessarily the problem of affordability,’ Rizvi added.
So, a remote area may be within Starlink’s coverage area, but that does not mean every household there can afford the service.
Shared connections could be a more practical use case of Starlink than individual subscriptions. Pahwa believes institutions such as schools may benefit from satellite internet. A school could use one satellite connection and distribute it through Wi-Fi across the campus. This strategy can also potentially work for public facilities or even village-level connectivity.
This may position Starlink as a complement to India’s existing telecom infrastructure, rather than a replacement for mobile networks and fibre.
India clearly still has connectivity gaps. But those gaps do not all require the same solution.
Fibre and mobile networks will continue to serve the majority of Indians, particularly in cities and densely populated areas. Satellite internet could instead fill the smaller but important gaps left behind by terrestrial networks: remote villages, mountains, islands, disaster-hit areas and other locations where traditional infrastructure is difficult to build.
Therefore, for Starlink, the biggest challenge may not be whether it can reach India’s hardest-to-connect areas. It is whether it can do so at a price that makes sense for the people and institutions it hopes to serve.
India may need satellite connectivity. Whether it needs Starlink specifically is a much harder question. And at what cost?
