Sadhuram, a police driver, risks humiliation in front of his peers and seniors saying he can trace the real Gabbar, after cases of Gabbar attacking and killing ten dishonest tehsildars comes to the police station.
Aditya is a physics professor at National College, who saves his students and the college property from being attacked and defaced by some goons. Later that week, he meets Shruti, a lawyer, who is helping a young woman in her delivery; he helps her take the pregnant woman to the hospital and leaves before Shruti can thank him. Shruti finds him again during a fight where they talk and begin to grow attached. Sadhuram finds a hint that there are some honest officers in each department, linking him to Gabbar.
When Shruti suffers a minor injury and is taken to the hospital by Aditya, he uncovers the hospital’s dirty tricks to overcharge and suggest expensive tests for treatment. He also overhears some doctors suggesting Cesarean Surgery to the father-daughter duo, extracting money without informing them that the pregnant woman was already dead.
Aditya dupes the hospital into treating an already dead man, recording and documenting their false reports and finally revealing to the public about the hospital. Vikas Patil, the owner, is furious but is mauled by the public to death; Digvijay Patil, his father, recognizes Aditya as the man he’d left to die five years ago.
A flashback highlights Aditya’s trauma of losing his wife in an architecture collapse due to Digvijay’s negligence in constructing them. Digvijay tries to strike a deal that Aditya deceives, leading Digvijay to try to kill him and nearly succeeding. A group of medical students find an injured Aditya and restore him to health, and Aditya counts their goodness to grow and begins to train people at National College. Sadhuram finds out that all the honest officers attended National College. Aditya reveals himself as Gabbar to Shruti.
Sadhuram’s findings mystify Kuldeep, but he doesn’t heed Sadhuram. He arrests the said officials to divulge information on Gabbar, but they don’t. Digvijay continues with his dishonesty, enraging Gabbar further when he kills an honest officer. He hosts a birthday party that Aditya attends with every intention of teaching him a lesson while the police hunt Aditya. Aditya kills Digvijay in an ensuing fight, and surrenders himself to the police who sentence him to death penalty that sparks protests. Shruti tells Kuldeep about Gabbar becoming a hero against corruption, and when Gabbar finally speaks to his students, he tells them to direct their anger to dismantling corrupt systems, and that the movement must live on.
