Several important rule changes will come into effect across different sectors starting November 1. These rules will potentially affect a user’s daily life, travel plans and monthly budget. One of the biggest changes will be seen in the telecom sector, where the subscribers will now be able to see the caller’s actual name on their phone screens without needing third-party apps thanks to the CNAP rollout. Meanwhile, the people who are living near National Highway toll plazas can also benefit from discounted annual FASTag passes. Changes are also expected in GST refund rules, while oil marketing companies will review domestic and commercial LPG cylinder prices. Here is everything that’s changing from November 1.
Mobile phone users may soon be able to identify callers without installing third-party apps like Truecaller, as the government has instructed the telecom companies to roll out Calling Name Presentation (CNAP) on supported 4G and 5G networks. The feature will automatically display the caller’s verified KYC-registered name along with their phone number on the receiver’s screen.
If you’re someone who lives near toll plazas on the National Highway, then the government is all set to offer you a concession in annual pass. According to the reports, MoRTH has decided to make available a concession pass facility to private vehicle owners residing in close proximity to 20 km from a toll plaza. The yearly cost of the pass is going to be Rs 1,500 for rural toll plazas and Rs 3,000 for urban toll plazas.
The government pensioners who are below 80 years of age can submit their annual Jeevan Pramaan life certificate to the concerned authorities between November 1 and November 30. Submitting this certificate is important, as it will only ensure that their pension payments continue without interruption. To complete the process, the pensioners can go to the concerned bank branch and use a doorstep banking service or the Jeevan Pramaan face-authentication app.
Businesses will also see changes in GST procedures starting November 1. The new rules aim to simplify the accounting process for discounts offered after a sale and make provisional refunds faster for businesses operating under an inverted duty structure.
These changes are expected to reduce some compliance difficulties and help eligible businesses receive refunds more quickly, improving their cash flow.

Oil marketing companies will review LPG cylinder prices on November 1 as part of their regular monthly exercise. The revision will cover both 14.2 kg domestic and 19 kg commercial LPG cylinders.
The companies may increase, reduce or keep the prices unchanged depending on market conditions. Any change in domestic LPG rates could affect household budgets, while commercial cylinder prices may impact restaurants, hotels and other businesses.
