The Delhi government is reportedly developing a WhatsApp chatbot allowing residents to apply for birth and caste certificates via WhatsApp. Under the new “Governance through WhatsApp” initiative, nearly 50 government services across departments will be made available through a bilingual AI-powered chatbot in Hindi and English. Users will be able to interact, upload documents, pay fees, and track application status, all within WhatsApp.
This will remove the need to visit government offices and bring digital convenience straight to the doorstep. Here’s how it may work.
According to a report by PTI, the Delhi government’s Information Technology Department is developing this project. Services currently available through online portals or department counters will be replicated inside WhatsApp,enabling citizens to apply from their phones. The chatbot will guide users step by step, whether it’s applying for birth or caste certificates, uploading supporting documents, or paying required fees.
Additionally, a real-time dashboard will also be built, allowing departments to monitor and manage back-end interactions. The government plans to engage tech support personnel to develop and deploy the infrastructure needed for this rollout.
Providing certificate services via WhatsApp will reduce travel time, paperwork, and wait times. For many residents, especially in underserved or busy areas, this could save time and money.

In future phases, the platform might expand to include other services such as property tax, marriage certificates, driving licenses, and more, all integrated into the same WhatsApp interface. However, there are no details on the expected rollout timeline of the services.
